So, we're supposed to catch a mantikar. What do you suppose Zhim's going to do with it, anyway? Make it one of her pets? Those stinging insects that swarm out of it can't exactly be put in a cage. So… what should we do? I say we just go out and pretend we were looking for a mantikar. She'll never know.

While not as ruthless as outlaws, the Regulators are still dangerous and operate outside civil society while manipulating others for profit. The recent closings of strider locks and a downturn in the safety of roads has limited legal trade and made the Regulators rich.
