These are Outlaws who have published their work in some form or the other, but haven’t been seen prominently. They may be alive or deceased as of as of 468 LV.
Billy Natarno
Billy Natarno nicknamed "Goodboy," was an outlaw who became good friends with Galen Blewet. Unfortunately, he snitched on Blewet for the bounty on his friend's head and later shot Blewet in the skull. This incident became so infamous that the location in Great Falls Canyon Subregion was renamed to the Double Cross. Natano's outlaw name "Good Boy" is quite ironic.
Madwolven Kernon
Madwolven Kernon is the second in command of Razorblade Hollis's outlaw gang. He takes charge of the gang when the boss decides to steal Icetide in 468 LV.
Galen Blewet
Galen Blewet was a Freelancer who turned into an Outlaw because he hated how the society treated criminals. He was unfortunately double crossed by his best friend Billy Natarno for a bounty.
Gemma Dane
Gemma Dane nicknamed "Blondie," was an Outlaw who had to work along with a Sentinel called Kellye Belgat to fight against the Brutes that surrounded them in the middle of their gunfire trying to kill each other. However, they ended up working together and falling in love, which was a doomed affair.
Moneymaker Merch
Moneymaker Merch is an outlaw leader who tried to takeover the Foundry in the Emerald Abyss Subregion. Unfortunately, he became one of those who went missing in this area. However, his journal was found.
Razorblade Hollis
Razorblade Hollis is the leader of his gang. He decides to steal Icetide in 468 LV. But later decides that what they stold must be returned because it made him reflect his ways.
Roben Hatch
Roben Hatch was an Outlaw leader who tried to ambush Gira Cage in the Bullet Mires. He and his gang failed so miserably, that the outlaws created a balled which is still sung to this day: The Ballad of Bullet Mires.

Chaingun Morro
Chaingun Morro is a member of Razorblade Hollis's outlaw gang. When this gang decides to steal Icetide in 468 LV, Morro makes some mistake staht cause the entire operation to nearly fail. Morrow later makes up for it.
Malachi
Malachi is an Outlaw who was being chased by the Sentinels through the Pistons. Neither he, nor his cronies were caught.
Sythiss
Sythiss is a fictional King of Outlaws in the play Sythiss, the Outlaw King by Micon Davall.
Encountered Outlaws
These are the outlaws with whom the Freelancer has encounter. They are all defeated.
Baker
Baker was a leader of one of the three Outlaw Gangs hired by Diggs to stop the Freelancer and Yarrow from getting in his way. Baker shows up just before the final hideout of Diggs the Impostor is revealed. Baker is shown as a standard Outlaw Shotgunner.
Fire-Faced Kerns
Fire-Faced Kerns was a leader of one of the three Outlaw Gangs hired by Diggs to stop the Freelancer and Yarrow from getting in his way. Fire-faced Kerns shows up when the Freelancer finds Elsin and his researchers inside the Bane Engine. Fire-faced Kerns is shown as a standard Outlaw Elementalist
Mysterious Figure
Mysterious Figure Mysterious figures are outlaws who worked for the Symposium of Anshar. These outlaws show up in various javelins—Wasteland Ranger and Elementalist—and try to kill Matti, setup camp near the Sanctuary of Dunar, where the Elysian Manuscript was found, and finally tried to stop the Freelancer from taking the Auspex to safety. However, the Freelancer, working together with Arcanists and Sentinels put an end to this act, at least for a short while.
Outlaw Bruiser
Outlaw Bruiser is one of the 4 outlaws wanted by Fort Tarsis for trying to takeover Northern Bastion during an Outlaw Outrage.
Outlaw Cutthroat
Outlaw Cutthroat is one of the 4 outlaws wanted by Fort Tarsis for trying to takeover Northern Bastion during an Outlaw Outrage.
Outlaw Executioner
Outlaw Executioner is one of the 4 outlaws wanted by Fort Tarsis for trying to takeover Northern Bastion during an Outlaw Outrage.
Outlaw Rangers
Outlaw Rangers are some outlaw memers of Fire-Faced Kerns' gang, who are encountered while hunting down for a Tempting Target inside the Bane Engine. The Freelancer defeats them.
Outlaw Warrior
Outlaw Warrior is one of the 4 outlaws wanted by Fort Tarsis for trying to takeover Northern Bastion during an Outlaw Outrage.
Redlegs Rix
Redlegs Rix was a leader of one of the three Outlaw Gangs hired by Diggs to stop the Freelancer and Yarrow from getting in his way. Redlegs Rix shows up when the Freelancer was doing a favor for Yarrow by lighting shrines for the fallen in various battles. When Yarrow found that links from several Freelancers were missing, Redlegs Rix eventually shows up with his gang to stop the Freelancer. Redlegs Rix is shown to be a standard Outlaw Rocket Trooper.
Zane
Zane was an outlaw trying to recover a Cypher link from an ursix. Unfortunately the fauna somehow consumed the link. So, Zane contacted his outlaw gang. While the Freelancer was helping Dax to solve the Mystery of the Emerald Abyss, Faye, who was Cyphering the mission, intercepted Zane's cry for backup through their communication device. The members of his gang couldn't hear him clearly, so they ignored him. The Freelancer found Zane inside the Sovereign Mine. While fighting an ursix which was causing the outlaws a lot of trouble, Zane was defeated.
