Echo Devices are holding stations for echoes. Normally, echoes can be found freely lying around, but these chambers can be used to channel the echo energy to perform an act.
Echo Devices can be found throughout the world of Coda, and especially inside the Echoes of Reality cataclysm.
Simply collect the echoes and insert into these chambers, or take them out of these chambers to insert the echoes elsewhere.
