The prison block is hardly ever used. There's not such an abundance of Sentinels that any can be spared to watch inmates sit around in cells. Most of the time, the space winds up as extra storage, temporary work space for visiting Sentinel officers, or a meeting space for Corvus operatives who probably aren't fazed by the décor.
